932330 - Allow curators to easily change region and carrier on Fireplace/Consumer pages

Users with special permissions like curators, admins etc need an easy way to view consumer pages across different regions and carriers. To this end, please add the ability to switch between regions and carriers from the footer (?) when logged into marketplace with special privileges.

Curators should not need to switch regions or carriers to add particular apps to collections. The app search should just not ever filter on region/carrier - which is what bug 908519 is for.

If you visit the curation tool and change the dropdowns, this accurately simulates changing your carrier and region in the preview.

Basta, but by the time you're on a Edit Collection page and you're searching for an app, you now have no way of switching regions (and due to bug 908519 you have no way of searching across other regions).

The better solution is to implement the lookup tool app search API into the curation tool. That's why I filed that bug. We shouldn't be using the consumer page search API for curation.
