With FMRadio playing on host device, an incoming call attempt to host device pauses FM Radio briefly between rings. However, for less than a second before the next ring, user hears a brief clip from FM Radio then pause then the ring attempt

Repro Steps:
1) Updated Buri to COM BuildID: 20131025041201
2) Tap FM Radio and access station that plays music
3) While FM Radio playing, call into host device from second device


Actual:
FM Radio pauses, user hears ring attempt, User hears less than 1 second of FM Radio then user hears another ring attempt, brief FM Radio pause, then less than 1 second of FM Radio...this will continue indefinitely if continued

Expected:
FM Radio pauses, user hears ring attempt(s)
