These shouldn't be showing the what's new page, as we're not actually changing anything. iirc we have two methods we might be able to fix this via, 1) the update mechanism as controlled by releng, 2) there's code already iirc to manage 24.x.y -> 24.x.y+1 not showing the what's new so we could just re-use that.

This should fix it - we just take the existing check and change it to look at the major versions only.
