Payment accounts are created, modified and deleted actually seperately from an app. We actually did this for the reason that it re-using payment accounts should be possible across apps. Now that we've got shared accounts, its more relevant a user should be able to sign up and create a shared payment account without having an app.

This is related to bug 917816.

The mockup has been updated again with various refinements. A lot of it has to do with not only divorcing payment account creation/editing and assignment, but also with reorganizing the compatibility/price/region page.

These were part of the developer choice changes. Then Boku happened and we did the quickest thing possible to make Boku work. Then a whole devhub redesign was suggested. So some of this got done, and some will be done in the future.
