Please create a new flag 'a11y-review' with ?, +, and - states.

This is for tracking accessibility review of new user facing features as well as any accessibility regressions. It could probably go on all products.

The tooltip would be something like "used to ask the accessibility team to look over a bug".

pretty sure it isn't applicable to all products -- bmo tracks many products which are not related to a11y (eg. legal, marketing, IT, ...).  we'll need an explicit list of applicable products please.

OK. Note accessibility, like security, really is a horizontal theme and can crop up in many places.

The name of the flag
- a11y-review (I thought maybe a11y-approval but chose -review to harmonize with sec-review)

A longer description
- This flag used to ask the accessibility team to look over a bug. Typically used if a bug has the potential to affect accessibility, regresses accessibility, and/or is a new user facing feature.

Which products/components the flag should appear in
- Let's start with:
Firefox
Firefox for Android
Core
Toolkit
Firefox OS

Whether the flag applies to bugs or attachments
- bugs

Whether the flag is requestable (i.e. users can ask for flags of this type to be set)
- Not sure what this means. I think no.

Whether the flag should be requested from a specific person
- Anyone for now.

Whether the flag can be set multiple times
- Only one flag per bug.

If flags of this type are requestable, the group allowed to request them, if any
- n/a

The group allowed to grant/deny flags of this type, if any
- everyone for now.
