expected behavior:
Accessing /stats/app/<slug> should give you a list of per-app stats available.

observed behavior:
https://marketplace-dev.allizom.org/stats/app/twitter/ is a 404

Also, not sure if we are or aren't, but we should be showing the app's page publicly only if the `addons.public_stats` boolean is enabled.

Right now they are all private unless you're the dev or admin. We can file a bug for allowing to see public stats.
