In History page, after selecting the tab view (icon at the right bottom) when there are no tabs from last time to retrive, the screen displays the message "Your recent tabs show up here". It is not clear that "recent tabs" means recently closed tabs.

This design changed in bug 1004850, and now this is the text for the "Recent Tabs" panel, which shows you both recently closed tabs and your tabs from last time.
