+++ This bug was initially created as a clone of Bug #933965 +++

We have the new stats page which are not ready for public consumption. But the old statistics pages are buggy and we need to disable them.

When devs access their Statistics page, lets show 'Under reconstruction. Coming soon' message.

May be hide the link to Statistics in My submissions page and the dev hub menu
