Steps to reproduce:
1) Open Metro Firefox on a device with a pen that can "hover"
2) Without touching the touchscreen, hover the pen over the screen.
3) Still without touching the screen, move the pen out of hover range.
Expected results: Firefox enters "precise" input mode (scrollbars appear) after step 2, and stays in "precise" mode through step 3.
Expected results: Firefox enters "precise" input mode (scrollbars appear) after step 2, then enters "imprecise" mode (scrollbars disappear) after step 3.
