STR:
  1. Load http://people.mozilla.org/~kgupta/tmp/iframe.html
  2. Pan upward on the iframe

Expected results:
  The iframe's contents scroll upward, the whole page does not.

Actual results:
  The whole page scrolls upward.

I'm not able to get the iframe to scroll at all, even after the page scrolls to the bottom.

This is with m-c changeset bd6c7c46afce.
Never mind, I thought I was running a local build but I was actually running an old nightly build. Sorry for the noise.
