Build: 11/5/2013 Buri 1.3

STR

1. Open the browser
2. In the URL bar, type tel:123 & hit enter

Expected

The dialer app should open with the number 123 shown.

Actual

The dialer app opens, but without the 123 number shown.

Additional Notes

This only happens when the dialer app isn't running in the background. If the dialer app is active in the background, then this will work.

This was working on 1.1 when Naoki checked on his 11/4 base image 1.1 build.

We should get a regression window & find out if this reproduces on 1.2.

I was unable to reproduce this issue on the Buri 1.3 Build ID: 20131106040203

Removing the Regression-Window Wanted, and Regression tags since this no longer reproduces on the current build.
