Does this reproduce with someone who has not actively made their java outdated?

Not sure what "actively" means: this bug only affects the case where a plugin has an update: when a plugin has no known update, this isn't a problem.

I don't think this is serious enough to block/track.

My bad, I was confused about the method of doing the test.  Not tracking though based on comment 3, though I do wonder if we should be more clear about the goal of encouraging taking the update -- a low risk uplift would be welcome before ship if available.
