On Jenkins the following two tests are failing intermittently:
test_dialer.py
test_call_contact.py

We can strengthen `wait_for_outgoing_call` to be more gooder.

While testing I found the outgoing call element moves around.
It also returns displayed much sooner than it has finished moving. 

We should put this through an ad-hoc job with --repeat to see how it goes.
