If the support flow has to be email then we should mark transactions in solitude as refunded, without the use of the API from Bango. In this scenario, when a refund has been done manually, we need to change solitude to have a "manual refund" type. When the manual (or forced) refund is asked for, it changes the refund type in solitude to manual refund and doesn't call Bango. When we later get the status of the refund, we don't call Bango if it is a manual refund and update the status. We've essentially taken Bango out of the loop.
