This is the underlining cause of bug 933509. The keyboard app should never receive the event when the user select the timezome <select> at first place. Something is wrong with how we preload the first keyboard app.

Additionally, the patch also fix keyboard app -- if it is being loaded only after the user is focused on the input, it should attempt to show up right away.
