First steps: webdashboard enabled in r122180, SVN files updated in r122182, fhr.lang file added in r122184.
Still not enabled on Bedrock.

www-dev picks up locales automatically, for now no need to add them to the array of available locales (that will be necessary for prod).

Bug 936554: enable home, plugincheck, firefox/new for xh

This locales is not available on the PHP side (/trunk/xh), only on
Bedrock (/trunk/locales/xh). We don't need it on prod at the moment,
only on www-dev.

We still need to add xh to FHR settings.py, but I'll wait for that to have strings (no stage, trunk, etc. available there).
