Per :gcox and the documentation in https://mana.mozilla.org/wiki/display/SYSADMIN/VM+Template-making - update the RHEL templates in SCL3/PHX1 ESX and HCI clusters.

Basically started as wanting to get my keys into the templates, while I'm in there, why don't I [X].

Day 1 PHX1 RHEL5 (32&64) and RHEL6 (32bit)

not insignificant amounts of time vetting process and trying out ideas to make things easier.
Alright, Got PHX1 and PHX1-HCI done, and SCL3 done, now onto SCL3-HCI.
This has been completed, and several VMs have been rolled out from the new templates.
