Description: In SMS, Contacts, or Browser App, when user types in text field after long pressing the globe icon, the appropriate keyboard isn't changed consistently. If user selects Romanian so that it appears with a blue checkmark on device, intermittently the Romanian selection remains intact as expected while other times the English selection is re-selected by the device. The intermittent nature is about 50 percent (15 out of 30) on 2 different Buri devices on 11/8 Buri 1.2 Build


Repro Steps: 
1) Updated Buri to BuildID: 20131108004004
2) Tap SMS App
3) Tap Pencil icon in upper right of device (to create new message)
4) Long press globe icon on device
5) Tap Built-in Keyboard Romana 
6) Tap on keyboard characters

Actual: Intermittently the appropriate language (Romana) characters are displayed when typed. Other times, the inappropriate language (English) characters are displayed when typed. When user re-selects the globe icon on device, the English language option appears re-selected without user input. 


Expected: The appropriate language selected displays on device and doesn't change without user intervention

Notes: Was advised to create this bug in followup to https://bugzilla.mozilla.org/show_bug.cgi?id=936581 which included two issues. This bug is intended to split the two issues so each issue is handled independently.

This seems like a serious bug that we should consider as a koi blocker.  

It will need some investigation to figure out what is causing it.  I can't reproduce it on a Helix running a nightly master engineering build, when trying to switch between English and Portuguese.

mclemmons: could you investigate further to determine whether this bug is specific to Romanian?  Or does it occur for any language?  Also, can you reproduce it with a master build, or only a 1.2 build?

Rudy: who can investigate this? If it is romanian only, then it is probably a configuration problem with the build and possibly a bug in the keyboard app itself.

Otherwise, it seems likely to be a bug in the system app code that displays the menu of layouts (or in the system app value picker dialog code, I suppose).

On Friday 11/8 testing, this bug was specific to Romanian only on the 1.2 build.

On Monday 11/11 testing, Romanian was not an available language with the master build. Unable to reproduce behavior on 1.2 build 11/11 testing following above Steps to Reproduce in Comment 0 for any language - including Romanian after scores of tests.

I cannot reproduce this issue on v1.2, with the latest Gaia revision,
487853e11ad8605f2575949c8327e677bb0ec075

For all languages, it is good to switch to it after long pressing the globe button and select it on the menu.
