Details
Gecko is going to stop using 'tethering.wifi.enabled' for enabling/disabling wifi hotspot. Gaia has to modify the code for backward compatibility to avoid failing tests before the new gecko API lands.

@tim I found in settings we still using 'tethering.wifi.enabled' for enabling/disabling wifi hotspot. Do we have new API here?
