Description:
The string "Locked SIM card Unlock your SIM to enable Usage" is not localized.

Repro Steps:
1)  Updated Buri to Build ID: 20131112004004
2)  Set the language on the device to Macedonian.
3)  Tap on SIM Security in settings.
4)  Tap on SIM Pin to enable it and enter in a SIM pin.
5)  Tap done and restart the device.
6)  When prompted to enter the Pin code in, tap the "X" button to close the prompt.
7)  Pull down the notification bar on the home screen and look at cost control.

Actual:
The "Locked SIM card Unlock your SIM to enable Usage" is not localized.

Expected:
The "Locked SIM card Unlock your SIM to enable Usage" string is properly translated.
