Details

If you know a bug changed at a given time (e.g. through the PushNotify extension), you have to make three API calls to figure out what changed: /history, /comment, and /attachment.  We should have a unified call.

Also, I would prefer the "since" argument to be inclusive, even though I know that's not how it works for the existing APIs.  Otherwise, you would have to subtract a second from the change time to see the exact change(s), which is annoying.  We can call it something different from "new_since" to differentiate it.
