It would help with sorting and other distinctions between locale-related components and generic/meta components to have the locale components begin with a prefix like "Locale: ". Axel, how disruptive would this change be to existing tools/workflows?
That's be horribly disruptive. I don't think it's a good idea to discuss our bugzilla setup in individual bugs, mind opening up a thread in .l10n? I'll resolve this WONTFIX, just because it's not a good idea, neither for tooling, nor for user trying to find out where to file their bugs on a particular localization.
