If you click on a flag label, it opens a tooltip pop-up to show the details of the outstanding flags. Clicking on another flag label should close all open tooltip pop-ups before opening the new tooltip pop-up.
Adding mouse-out closing might also be nice, but needs to be tested to see if it is useful, or just annoying.
