938366 - flag label tooltip pop-ups, flag title should link to bugzilla where flag can be addressed

When you click on a flag label in scrumbugz, it opens up a tooltip that shows the outstanding flags (e.g. "needsinfo?") and the email address of the person the flag is addressed to.  The email address is already a mailto link.  The flag should also be a link to the place in bugzilla where the flag can be addressed.

For example if there's a needinfo? flag, clicking on "needinfo?" should take you to the bugzilla bug page and to the place in the page where you can add a comment and clear the needinfo? flag.

adding "#add_comment" to the end of the bugzilla link takes you to the comment box.
