93862 - Implement multiple switchable keyboard mappings

This bug is kinda a follow-up to bug 69981.
There seems to be a dispute on how certain keyboard mappings should be so I 
propose to create a mechanism for easy remapping of keyboard bindings and 
exporting/importing keymaps to/from XML files.
There are also ready-made keymaps to be developed to mimic the behaviour of 
popular browsers (IE, older Netscapes).

Mozilla should provide a comfortable GUI for reconfiguring keyboard that would 
at least support key combination grabbing (as in eg. Sawfish WM's keyboard 
binding configuration tool) that would be placed in the preferences dialog.

akkana, would bug 57805 take multiple, switchable mappings into account?

Yes, probably should be duped.

Though note that "switchable" at runtime probably won't be possible for a long
time, if ever.  There's no mechanism to do that now.  Switchable between runs
isn't so hard and just needs someone with some XUL experience.
