938674 - Build the "create group" button into groups view

In bug 936570 we agreed that, once curated groups is released, users will create groups by clicking on a "Create Group" button in the groups view

For this bug, please modify that template (https://mozillians.org/en-US/groups/) to include that button. 

It will be present under the following conditions:
* the user is vouched 
* the user is logged in

It will take users to a create template (probably at /group/edit/)

Please make sure the button placement works well on big and small screens.

* vouched, logged-in user sees the button on the groups page
* the button goes to a create group page
* the button looks and works okay from a phone
* an unvouched user can't access the groups page
* an unlogged-in user can't access the groups page
