Environment:
- German browser
- or Language is set to German
i.e. Accept-Language: de-de
i.e. http://browserspy.dk/language.php shows "Language de-DE, Accepted-Languages de-de, ..."

Reproduction:
1. Go to preferences | Content | Languages | Choose... and
   add "German/Germany [de-de]", and move it to the top of the list.
2. Go to https://www.mozilla.org/Security

Actual result:
- You get redirected to https://www.mozilla.org/de/Security
- This does not exist, so gives 404 "Page not found".

Expected result:
- You get https://www.mozilla.org/Security with the English content

Generally:
- Whenever there is no corresponding translated version, *or* the translated version is outdated, then the redirect does not happen.
- or Subpages do not redirect, only the main https://www.mozilla.org redirects to a localized version.

This bug does not only affect this particular page, but any such pages.

Ah, http://www.mozilla.org/security/ works

So apparently the redirect happens only for pages that are 404 anyway. That's still confusing and the redirect shouldn't happen.

Solved. Please use de-DE in URL (link: https://www.mozilla.org/de-DE/security/) and not de (link: https://www.mozilla.org/de/Security/).
