The FxA login flow (which is a system dialog) is part of the work that is being done in Bug 920135. WMF will need to use the mozId API to get an FxA assertion. If there is no account in the device, the FxA login flow will automatically be triggered by the platform. This work is being tracked in Bug 929386.

I'd consider the login flow that we invoke from the Settings app as sufficient for this bug. So yes, it is implemented.
