Details

We have lots of fixed notifications in notification area in system app right now.
For example, bluetooth transfer notification, gUM notification, update notification...

All this modules doesn't seem to cooperate with each other nicely.
I would love to implement a shared class to create the fixed notification instead of doing all these separately.
