I've added ad-hoc recursion rules this too many times to do something across the entire build tree, usually to validate some changes to the build system. I think it's valuable to have an easy generic rule that allows to do that for any command.

Use by running: make -C objdir recurse RECURSED_COMMAND="command_to_run in_each_subdirectory"
