Regression of bug 883404.
STR:
1. Set Flash to "Ask to activate"
2. Open a youtube video
3. Click on the CTP overlay over the video and then "Allow now"
4. Click on the CTP doorhanger and "Block plugin"
5. Click again on the CTP overlay over the video

AR: Nothing happens
ER: The doorhanger popup should be displayed
