If the user purchases another app of wifi within 5 minutes of making the first purchase they will be required to enter their pin again.

steps to reproduce:
1. Start the application. 
2. Search for a pricetier. 
3. Enter/confirm pin and confirm purchase. 
4. Search for another paid for application (within 5 minutes) and select buy. 


expected behavior:
The user should be taken to the payment screen. 

observed behavior:
The user is asked to enter their pin again.
