steps to reproduce:
1. Select China as one of the supported regions and submit changes
2. Load the China review queue
3. Notice that there are options to Approve or Reject an app
4. Click the Reject button

expected behavior:
When the reviewer rejects an app, they are encouraged to list the reasons for their decisions.

This will avoid developers resubmitting the same over and over again to the China review queue

observed behavior:
Reviewers have no way giving feedback to the developers.

We should reuse that code here.
