Description:
The string "App install error" is not translated. This error is prompted when trying to download an app without a data connection.

Repro Steps:
1)  Updated Buri to Build ID: 20131118004001
2)  Change the language to Serbian Latin.
3)  Tap on the "Marketplace" icon.
4)  Scroll down to "Loqui IM".
5)  Turn off the WiFi and data connection.
6)  Tap on the "Free" button and look at the bottom of the screen.

Actual:
The string "App install error" is not translated.

Expected:
The string is translated.
