I'm testing a localized Nightly (Italian) and shortcuts in tooltips are a mixture of lowercase and uppercase. 

All menus use consistently an uppercase letter: for example Open file is "o" in Australis menu, "O" in the main File menu.

This should be happening in the English build too. For example openFileCmd.commandkey = o
privateBrowsingCmd.commandkey = P
