"location" shows up in thread pane column picker

the reason why is my ignoreincolumn picker change to outliner.xml is gone.

I'll investigate, I think it got lost when it moved into the bindings 
subdirectory.

I'm nervous that both #74672 and #75603 got lost in the merge.

neither of my fixes maded it during the move.  I'm going to reland my 1.15 
change to outlinerBindings.xml 

other stuff may have also not made the move, cc'ing pink and dr who also made 
changes.

re-landed my original fix.

dr / pink / hewitt, you should review outliner.xml and make sure your changes 
made it over.

And yes, I checked alt-layout as well ;-)
