Details
If an item is marked non removable, it shouldn't be removed and then placed back - it should never get removed in the first place during customization. To recreate: Install addon from bug 940443. Go to customize mode. Drag the search bar on the toolbar away. Notice it disappears from the toolbar. When you release it goes back. It shouldn't have come off of the toolbar at all.

I totally misread this bug, sorry about that. However, in Australis you're allowed to move items that are non-removable within their container (because you could achieve the same by moving the items around them). Hence why we can't just not make them move at all. It's true that we should probably try to somehow constrain the bounds by which the drag item is moved, but this isn't trivial given the drag APIs we're currently using. The UI fixing is happening in bug 879981.
