I think this is a WONTFIX, instead favoring the approach in bug 1074312. ni?c8o to confirm.

When we discussed this a few months back, we agreed to go for a CLI solution until it becomes a problem as it was more important to get the shelf tools out than handing over the permissions to the operators. Ideally, we want to do that at some point, but it doesn't have to be now.
