I am about to temporarily disable region selections for global and per-app installs until we've massaged GA into letting us filter on region. This bug is a reminder to re-add these (revert the commit?) once bug 941666 is resolved.

Verified as fixed in https://marketplace-dev.allizom.org/statistics/ on FF30 (Win 7).
Region selection is now visible.
