In nightly for mac, Australis interface doesn't include in the toolbars list the navigation toolbar, customize toolbars tab doesn't allow adding new toolbars

Steps to reproduce:

Nothing, except open the customize toolbar tab.


Actual results:

The add-on toolbar (at bottom) was removed (ok). The navigation toolbar is no longer listed.


Expected results:

The navigation and addon toolbars should have been list in the View>Toolbars>,

bug 941377 only duplicates half of this bug - 
it does not mention inability to add a new toolbar.
This is MAJOR for me. 
Should I file a new bug for this?
