Ouch, another array in base.py

I think we need to find quickly a better solution to manage this: for us (or at least for me) is becoming quite hard to follow which locales should be enabled for which tiles, and I'm flooding webdevs with pull requests.

A first step would be to move out these activations from Github. It won't solve the first part, but at least the second one (and we would be much faster, no need to wait for merge and push to prod).

Two questions:

1. The copy should be as last stated in bug #941929, yes? (The copy on the collapsed CTA in the mockups is slightly different.)

2. The Spanish image should be shown to es-AR, es-CL, es-ES, & es-MX (similar to the Vans promo), correct?
