PostgreSQL Hot Standby Delay is hard coded to use socorro1.db.phx1 and tp-socorro01-master02.phx1 regardless of the actual assigned primary and/or replica.

fix to use passed in variables or replace with a version of PostgreSQL Replication - generic phx

If this is still an issue, we're going to need to fix this sooner, rather than later, since the socorro master has changed. to the new socorro cluster.
