According to the description, the file was completely received via Bluetooth. The problem was that it shouldn't launch any app when the user attempted to open the file (by clicking the 'file received' notification in notification center, I guess). Therefore I'm going to reset this issue to another component (not sure which component should be set so I tried 'General' first).
Component: Bluetooth → General
QA Wanted - what app is getting launched here when you try to open the file? You can see this by opening the task manager from the app.
The gallery app is being launched when the file is opened. This issue does not reproduce on the latest build: 20131122004001.
