Allow users to specify in the devhub the regions (I'm thinking one or two) in which an app is regionally relevant.
We can then boost search results when users are browsing the content for those particular regions. For example, if you're a user in Brazil and the developer had previously selected only Brazil under the former "Regions and Listing" section (and assuming the app is *not* georestricted now), then users from every region will still be able to see the developer's app but users in Brazil will see the app *ranked much higher* in popularity lists, category pages, and search results. "Boosting on regional popularity" is what I'm calling this.

Couldn't we do this automatically based on ratings and not add any UI?

Don't we already have regional popularity boosting for "mature" regions (of which there are currently none)?
