This was only filed 5 days ago - do we believe it's been fixed already by something else?
Well, it is kind of like the leak shu fixed, but I suppose it doesn't apparently involve the debugger.

It seems odd to me that we're marking tests unrelated to OSX or the debugger as depending on a "OSX debugger tests leak" bug.

It just keeps them from getting lost in the wilderness and makes it easier to see if there's another cluster of problems.  Maybe a more generic meta bug is in order, and the two meta bugs I filed could block it, plus random other intermittent leaks until shutdown.
