When tapping links on WAP push SI message, sometimes need to tap several times to see browser being opened.

1. Send above 2 SI messages to DUT.
2. Open the wap push message.
3. Tap the link in it.

* Expected Result
Browser will be triggered right away.

* Actual Result
No action, may need to press 2 to 4 times.

above 50%.

3. Tap the link in it.
4. Repeat above step by removing browser from app management first.
