STR:
1. Open messaging app
2. Tap on new message icon or an existing message thread
3. Tap on more options icon "..."
4. Tap on Settings

EXPECTED:
The settings CTA should open Settings > Message Settings

ACTUAL:
It is currently opening Settings > Cellular & Data > Message Settings

Oh, Messaging settings didn't exist when I was solving the original bug 923024. Easy to fix, I'm taking it.
