When the Navigation Toolbar is Shown or collapsed, the Open Web Location key 
sequence (command-shift-L on the Mac OS) operates just fine to display the Open 
Web Location dialog box. However, when Hidden the key sequence does not bring the 
the dialog box up.

Unknown if this behavior is the same on other Operating Systems.

Repeatable behavior.

Works for me using Mac/2001080214 (0.9.3) on Mac OS 9.1. Reporter, please try to 
reproduce using a new profile under a recent build and after deleting Mozilla Registry in 
your Preferences folder.

If you can still reproduce, reopen this bug and provide the Mozilla Build ID and exact OS 
version.
