nsDateTimeFormatUnix should either use ICU or UTF-8-only system APIs.

No longer depends on: 976557
We move DateTimeFormat to ICU.  Also, as fallback, we use C locale version for Android.  So DateTimeFormat doesn't use nsIPlatformCharset now.
