Steps to reproduce:

i went to Bugzilla@Mozilla and selected a special combination of reporting to see how high voted issues are dealt with in a sumary fashion. a minimum of 100 votes per entry was set. already resolved and closed issues were excluded.


Actual results:

i got that report:

86 issues fullfilled the criteria.
12 of them were assigned or reopened
74 of them were either new or in verified state

Expected results:

interested developers that are skilled for a certain topic should jump on that topics first and care for them by e.g. subscribing to the bug, checking its contents for what to do or at least helping to find some more skilled person(s) to resolve it. - this type report shall help them to faster locate what others thought is an important fix, change or feature for the project.

Still no idea what this is about, but your query DOES include 22 resolved tickets in VERIFIED state.
